Description

This course provides Global Affairs Canada officials with a comprehensive understanding of Canada’s legal and policy framework for preventing complicity in mistreatment by foreign entities.

Participants will explore the evolution of The Avoiding Complicity in Mistreatment by Foreign Entities Act (ACMFEA) framework, learn how to assess whether an information exchange poses a risk of mistreatment, determine whether that risk can be mitigated, and decide, with confidence, if the exchange can proceed.

Learning Objectives

By the end of this course, participants will be able to:

  • Understand the ACMFEA framework : How the Ministerial Direction, Order in Council (OiC) Directions, and the Avoiding Complicity in Mistreatment by Foreign Entities Act (ACMFEA) work together at GAC.
  • Differentiate exchanges : Between routine, low-risk information exchanges to those that could pose a substantial risk of mistreatment.
